Pierre: IMPACS Role Essential to National Security and Regional Stability
PRIME Minister Philip J Pierre delivered strong remarks at the 28th Meeting of the CARICOM Standing Committee of Chiefs of Immigration and Comptrollers of Customs (CICC), emphasising the Implementation Agency for Crime and Security (IMPACS) as a critical entity in maintaining national security and stability across the region.
THE theme-Strengthening Regional Leadership, Innovation, and Collaboration in Border Security-set the stage for a firm discussion on urgent issues.
PM Pierre opened his address by highlighting the alarming rise in gun-related violence in Saint Lucia and the wider region, stating, “This crisis is evident in our streets and communities and is draining our healthcare resources.”
He pointed out the profound impact crime has on healthcare services: “Every gunshot wound in Saint Lucia costs the authorities approximately $100,000, and this burden severely affects our healthcare system.”
He underscored that escalating crime also strains the nation’s policing operations. The prime minister announced that the government has already increased the police force by over 100 officers, with an additional 80 officers set to be added by year-end.

“We must confront the reality that the emergence of gangs and gun-related activities, often influenced by external factors, poses a significant threat to our societal order, democracy, and way of life,” he asserted. “This makes your role vital to our nation.”
PM Pierre affirmed, “The work of IMPACS and other security agencies like the Regional Security System (RSS) is indisputable. We have made notable progress in public security, harmonized laws, and collaboration with national partners to secure our borders.”
He stressed the importance of continuous improvement: “We must relentlessly build strong and effective leadership and partnerships with agencies responsible for border security and revenue collection.”
Addressing the Immigration Chiefs and Customs Comptrollers directly, he stated, “Your position and leadership can drive meaningful change in this challenging environment. Your work demands courage.”
He warned them to be prepared for tough criticism both externally and internally. “Some will attempt to compromise your integrity through intimidation, bribery, and political pressure. They will urge you to stray from principles for the sake of expediency. You must resist this pressure and remain steadfast in your convictions.”
He reinforced that their agencies not only safeguard our borders and maintain national integrity but also serve as crucial sources of revenue through immigration and tourism. “Build a team of highly trained and courageous personnel at every port of entry to protect our borders from illicit goods and unwelcome travellers,” he urged.
PM Pierre insisted, “The threats we face today demand a new response. These adversaries will exploit our vulnerabilities. We are in a battle for virtue-one that cannot be won overnight. Leadership necessitates unwavering determination, courage, and a profound love for your country.”
He called on immigration and customs personnel to uphold fairness and truthfulness in their dealings with individuals across all societal levels.
