
Prime Minister Philip J. Pierre is positive that work on the new Northern Divisional Police Headquarters will be completed in time for a handing over by Independence Day.
Prime Minister Pierre addressed the issue at a regular Monday government press briefing at the Office of the Prime Minister.
The delivery of the Northern Divisional Police Headquarters was promised, before the December 1st general elections, as one of the projects that will be opened in the first quarter of 2026.
Back in November2025 a small delegation comprising Prime Minister Philip J. Pierre, Parliamentary Representative for Gros Islet Kenson Casimir, Deputy Prime Minister Dr. Ernest Hilaire, and Attorney General Leslie Mondesir toured the much talked about facility.

The Massade facility was reportedly first conceptualized in 2016 but never taken to construction as the project remained untouched for years. The government expressed concern that during this period, police officers in Gros Islet were forced to operate in less-than-ideal conditions, working from facilities that were outdated, overcrowded, and not suited to the demands of the island’s busiest policing district. In 2022, the Pierre administration commenced the long-awaited facility after recognizing the urgent need for an upgrade.
Following that tour, it was concluded that the facility was in its final stages of completion.
The facility is being built as a full-scale divisional command centre, designed to significantly strengthen policing capacity and improve public safety across the north of the island.
The complex will house a Criminal Investigations Department (CID), a Special Services Unit (SSU), Crime Scene Investigations (CSI), and a Traffic Department. The new facility will also feature accommodation units for officers, an indoor shooting range, a gym and a garage.
The accommodation units will ensure that officers working extended shifts or responding to emergencies have proper welfare facilities, improving readiness and operational efficiency.
Construction is being executed by R & F Construction and Renée Construction through a Build-Own-Lease-Transfer (BOLT) arrangement between NIPRO and the Government of Saint Lucia. The completion of the long-awaited facility is financed by a line of credit from the National Insurance Corporation (NIC). After completion, the Government will enter into a 15-year lease and maintenance agreement before assuming full ownership.
The new command centre is expected to enhance response times, strengthen investigations, and finally give officers in Gros Islet a facility that matches the scale of their responsibilities.
