GOSL Launches Development of National Strategic Plan and Framework for Weather, Water and Climate Services

The Government of Saint Lucia, through the Saint Lucia Meteorological Service (SLMS), in collaboration with the Caribbean Meteorological Organization (CMO) and the World Meteorological Organization (WMO), has started developing a National Strategic Plan (NSP) and Framework for Weather, Water and Climate Services (FWWCS).

This national initiative (supported by a Complementary Action Plan) seeks to strengthen Saint Lucia’s capacity to produce, deliver, and apply weather, water, and climate information to support sustainable development, climate resilience, and disaster risk reduction.

As part of the process, a series of national stakeholder consultations will be held to engage government ministries, technical agencies, the private sector, and other partners. These consultations will identify national priorities, gaps, and opportunities for improving the provision and use of meteorological and hydrological services.

The initiative aligns with the WMO Step-by-Step Guidelines for Establishing a National Framework for Climate Services and aims to enhance coordination between data producers and end-users across key sectors such as agriculture, water resources, health, energy, and disaster management.

Director of the Meteorological Service, Vigil Saltibus, said  that “This initiative represents a major step toward ensuring that climate and weather information directly supports planning and decision-making at all levels. By engaging our national stakeholders, we are building a more coordinated and resilient Saint Lucia.”

The consultations are expected to result in a shared vision for strengthening weather and climate services, clearer institutional linkages, and renewed national commitment to implementation.

The Saint Lucia Meteorological Service will continue to work closely with national and regional partners to ensure the successful development and execution of the framework and action plan.
