Vendors operating within the city circuit will soon have the opportunity to take advantage of ‘Lease to Own’ caravans, designed to streamline their operations.

Minister for Local Government and Member of Parliament (MP) for Central Castries, Richard Frederick, announced that the use of these vending caravans will be strictly regulated to ensure they effectively serve the vendors’ needs.

He affirmed that the government is unwavering in its commitment to prioritizing the interests of its citizens through a robust “people’s empowerment” initiative.

Initially, he said, the authorities considered renting and managing the caravans themselves. However, this approach would not sufficiently empower the community, as desired.

“We are implementing a ‘Rent to Own’ plan,” Frederick declared during a media briefing on Monday.

“You will lease the caravan for a specified period, and thereafter, ownership will be transferred to you for just $1.00,” the minister explained.

“So, the arrangement is straightforward: Saint Lucians will pay rent for the caravans for a defined period. Once all payments and contractual obligations are met, you will receive full ownership of your caravan at no additional cost,” the Central Castries MP emphasized.

He also confirmed that Serenity Park is “back on track” following a period of rehabilitation and upgrades.

He detailed that the newly refurbished facility will feature an amphitheater, changing rooms, additional vending booths, and a redesigned fountain. The fountain has been re-sized to accommodate more visitors, enhancing its visual appeal and providing ample seating space.

Furthermore, Minister Frederick announced a grand opening scheduled for Friday to officially unveil the revitalized Serenity Park.

“I am thoroughly impressed with the final result and the quality of work delivered by the contractor for the government and the citizens of this country,” he affirmed.

Notably, several agencies and individuals have approached Richard Frederick to commend the ongoing improvements at the park. He characterized Serenity Park as “a serene area, a perfect spot for reflection, poised next to a fountain that fosters a great environment for contemplation.”
