House of Assembly Meets Today to Debate VAT Changes and Immigration Amendments

The House of Assembly meets today at 10:00 a.m., with several key matters up for debate, including VAT amendments, immigration reforms, and updates to Saint Lucia’s legal framework.

Papers will be laid by the:

• Prime Minister and Minister for Finance, Economic Development, Youth Economy, Justice and National Security

• Deputy Prime Minister and Minister for Tourism, Investment, Creative Industries, Culture and Information

• Minister for Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs

• Senior Minister and Minister for Infrastructure, Ports, Transport, Physical Development and Urban Renewal

Key Motions on the Order Paper:

1. Tax Exemption for Logos Hope Vehicles
A motion seeks approval for a VAT exemption on the import of two vehicles by the MV Logos Hope during its stay from June 16 to July 2, 2025, through an amendment to Schedule 3 of the VAT Act.

2. Legal Update Authorization
Members will vote to authorize the Attorney General to enact an Order bringing the 2023 Supplement to the Revised Edition of the Laws of Saint Lucia into effect as an official version of the law.

3. Zero-Rated VAT on Construction Materials
Parliament will also consider a motion to zero-rate select construction materials under Schedule 1 of the VAT Act from August 2, 2025, to May 31, 2026. Items include:

    • Cement
    • Plastic articles
    • Lumber and plywood
    • Galvanized and other steel products
    • Aluminum products
    • Base metal fittings for buildings
