Saint Lucia Advances Digital Land Reform Through E-Land Registry Workshops

The Government of Saint Lucia is decisively modernizing the national land administration system through an initiative designed to enhance the efficiency of public services.

This effort, spearheaded by the Department of the Public Service and supported by the Caribbean Digital Transformation Project (CARDTP), is making significant progress. The second in-country mission for the e-Land Registry System Consultancy is currently taking place, with consultants conducting essential strategic workshops from mid-May to the end of the month.

This mission represents a critical phase in developing a cutting-edge, technology-driven e-Land Registry System.

The primary objective of this visit is to develop and validate three key deliverables that will define the system’s design, implementation, and long-term sustainability:

– Business Process Recommendations Report.

This report delivers strategic recommendations that will streamline and digitize core land registration processes in alignment with Saint Lucia’s existing legal framework. It incorporates valuable input gathered from extensive stakeholder engagement.

– Re-engineered “To-Be” Business Processes and System Specifications.

This deliverable outlines a future-state model of land administration operations, enhanced by digital technologies. It includes detailed technical specifications essential for the system’s design and development.

– Business Continuity and Standard Operating Procedures Report.

Currently under development, this report will establish a robust framework for business continuity planning and operational protocols, ensuring the e-Land Registry System remains secure, resilient, and fully operational, even amid disruptions. In addition to these deliverables, the consulting team is actively conducting supporting activities, including:

A thorough review of key inputs and outputs from the Land Registry and Survey & Mapping Section

Analysis of network infrastructure and bandwidth capacity

Assessment of data migration requirements for legacy records

Provision of critical land use planning tools and data to the Department of Physical Planning

The implementation of the e-Land Registry System is a flagship initiative under Component 2 of CARDTP, aimed at significantly strengthening digital government infrastructure and improving the efficiency, transparency, and accessibility of public services throughout Saint Lucia.
