Saint Lucia Reaffirms Commitment to Social Justice

A high-level delegation from Saint Lucia made significant strides at a recent global forum dedicated to advocating for social justice and equity across communities.

During the 114th Session of the International Labour Conference (ILC), held in Geneva, Switzerland, from June 1-12, Saint Lucia once again demonstrated its commitment to social justice, decent work, and inclusive development.

Led by Minister for Equity, Social Justice, Gender, Older Persons, Labour, Co-operatives, and Consumer Affairs, Emma Hippolyte, the tripartite delegation represented government, employers, and workers.

Notably, Minister Hippolyte addressed delegates on June 4, marking the first time in decades that Saint Lucia has participated in the conference’s discussions. The delegation reflects the International Labour Organization’s unique tripartite structure, which unites representatives from government, employers, and workers.

Accompanying Minister Hippolyte are Permanent Secretary in the Department of Labour, Co-operatives, and Consumer Affairs, Shelia Imbert, Director of the Division of Gender Affairs, Janey Joseph, President of the Saint Lucia Employers’ Federation, Callistus Gill, and President of the Saint Lucia Trade Union Federation (SLTUF), Julian Monrose.

This year’s conference revolves around three thematic areas: Social Dialogue and Tripartism, the Transformative Agenda for Gender Equity at Work, and Decent Work in the Platform Economy. Saint Lucia’s participation signals a growing leadership role in advancing workers’ rights, social protection, and equitable economic development while ensuring the voices of government, employers, and workers shape the future of work.

In her address, Minister Hippolyte emphasized a series of transformative reforms undertaken by the Government of Saint Lucia to strengthen workers’ rights, enhance social protection, and foster a more equitable and supportive working environment.

“Care is at the center of national development,” Minister Hippolyte stated. “Not recognizing the value of care has been an error with disproportionate consequences for women. Correcting that error is an act of social justice.”

The delegation highlighted several key national achievements and priorities:

– Convention Ratification: Saint Lucia ratified ILO Convention No. 144, demonstrating a strong commitment to tripartite consultation and social dialogue.

– National Committees: The establishment of the first National Tripartite Advisory Committee aims to shape future labor policies.

– Wage Increases: Introduction of a national minimum wage benefitting over 3,000 workers across the island.

– Public Service: Approximately 1,900 contract workers have been successfully reclassified into permanent public service employment.

– Gender Equality: Government policies prioritize the care economy and eliminate VAT on sanitary products to support students. Saint Lucia’s active engagement at the ILC underscores its dedication to fostering a fair and equitable working environment for all.
