OECS Sports Desk (1984-1996): A Legacy of Passion and Commitment

Dr. Perreira's legacy is a testament to the belief that sports can ignite passion and bring people together

Dr. Joseph ‘Reds’ Perreira, a respected Caribbean cricket commentator and sports administrator, shares the remarkable journey of his tenure as the Director of the OECS Sports Desk.

His dedication to sports is further highlighted by his work as a consultant in his hometown of Guyana and his long-standing association with the Caribbean Broadcasting Union (CBU).

At 87 years old, Perreira’s experiences are vast and inspiring. He recalls his time with the Coca Cola franchise in Guyana, where he took on the formidable Pepsi Cola. He led the National Sports Council for three years, and he rebuilt the Guyana Basketball Association and the Saint Lucia Boxing Association, leaving a mark that resonates today.

His role as Sports Advisor to the Minister of Sport in Guyana further amplified his impact, enabling him to collaborate with national associations. Overcoming a stammering challenge, he joined forces with the legendary Tony Cozier at the Caribbean Broadcasting Union for over four decades, shaping the narrative of sports in the region.

Leading the OECS Sports Desk was undeniably Perreira’s greatest challenge but also a tremendous opportunity. With the guidance of Dr. Vaughn Lewis, he was empowered to innovate, presenting monthly reports and developing sponsorship ideas that catalyzed growth.

Recognizing that relying solely on government funding was not viable, he sought alternative avenues to ensure the success of events. His determination bore fruit in the form of the OECS Tennis Open, executed without initial funding, showcasing the strength of regional collaboration and community support.

The success of that first event set a precedent, paving the way for the OECS Half Marathon, OECS Basketball Tournament, and numerous other sports activities that engaged athletes across the sub-region.

Each competition not only celebrated the region’s talent but also captured the attention of the media, forging connections that would draw private sector sponsorship from across the Caribbean.

By the end of January 1985, the dedication of member states to contribute to the OECS Sports Desk Fund demonstrated the communal commitment to fostering sports in the region. The subsequent years saw the introduction of diverse events across various disciplines, embraced by different member states, embodying a spirit of teamwork and collaboration.

The Legacy of the OECS Sports Desk: A Tribute to Collaboration and Support

In 1984, in response to the positive feedback from the regional media regarding sporting events, the Heads of the Organization of Eastern Caribbean States (OECS) convened and agreed that each Member State would contribute XCD5,000 to establish the OECS Sports Desk Fund.

This initiative reflected a commitment to fostering regional sports development. Over the years, the Sports Desk, based at the OECS Headquarters in Morne, Saint Lucia, grew its impact by organizing an average of five events annually across various disciplines.

This effort allowed Member States, including Montserrat, the British Virgin Islands (BVI), and Nevis, to host these events, promoting inclusivity and broad participation. By 1996, the program had reached its peak, featuring 35 events with all sponsorship funds efficiently managed by the OECS Accounts Department, specifically allocated for the Sports Desk.

The crucial role of regional media cannot be overstated. Outlets such as CANA Radio in Bridgetown, Barbados, under the leadership of Hugh Croskill, and Radio Antilles in Montserrat, with Sports Editor Keith ‘Stone’ Greaves, significantly contributed to the promotion of events across the sub-region.

The individual national media also played a vital part in raising awareness and encouraging participation. As I completed my tenure on December 16, 1996, I reflected on the achievements and the support I received from numerous stakeholders, including Director General Dr. Vaughn Lewis, Ministers of Sports, and Sports Directors.

My experience in cricket commentary allowed me to engage business leaders in securing sponsorship, all of whom were enthusiastic supporters of West Indies cricket. The accompanying appendix illustrates the significant role of sponsorship in sustaining the OECS Sports Desk for over 12 years. I extend my deepest gratitude to the Caribbean Media, which served as the flagship of our sub-regional organization, connecting us with the public.

A key element in the success of the Sports Desk was the 50% travel rebate from LIAT (1974) Ltd., which substantially eased travel expenses for teams and officials.

The vital role of regional media in promoting these events cannot be overstated; it created a platform that celebrated achievements and engaged the public.
