
This year’s Lucian Carnival street parade featured a remarkable new participant: the Helen Association for Persons with Autism (HAPA) band, making its debut appearance.
Saint Lucia’s first Inclusive Kiddies Carnival Band aims to make Junior Carnival more accessible, ensuring that children with disabilities can share in the excitement of one of the nation’s most cherished traditions.
The festivities took on an entirely new look this year with the launch of the HAPA Inclusive Kiddies Carnival Band, known as the Spectrum Warriors. One of HAPA’s primary goals is to transform the lives of autistic individuals through inclusion in mainstream activities.
HAPA President, Dr. Delia Samuel, emphasized the importance of this approach, stating, “We often feel left out of celebrations because they cannot accommodate us. So, we looked at Lucian Carnival as one of the island’s most culturally significant traditions.”

Dr. Samuel added, “If we can create opportunities for ‘our beautiful ones’ to join in and experience this celebration, it fosters a sense of belonging rather than ostracization.”
The organization’s mission extends beyond celebrations. “Our goal is to promote inclusion in all aspects of life, whether at school, work, or in the community,” she asserted.
The Spectrum Warriors participated with thoughtfully designed provisions, including noise-canceling headphones for sensitive ears, sunglasses for those affected by bright sunlight, and special toys for added comfort.
Taking a slightly shorter parade route than other bands, the Spectrum Warriors were met with enthusiastic applause from judges and spectators alike as they reached the finish line.

This initiative reflects a shared commitment to ensure that children with disabilities can fully engage in community life. “It is essential that our children participate in regular events; we don’t want them to feel secluded. We want them involved in everything happening in our country,” stated Suzy Hall-Fontaine, HAPA’s vice president.
A government spokesperson affirmed the Ministry of Education’s support for this initiative, highlighting their commitment to ensure that “every learner can participate both inside and beyond the classroom,” in partnership with various agencies and organizations for the holistic development of the community.
