REQUEST FOR EXPRESSION OF INTEREST (EOI)
Design, Supply and Installation of 10 Solar PV Systems – SAINT LUCIA
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its Supporting the implementation of NDCs in the Caribbean – transforming the transport and energy sectors towards a low-carbon and climate-resilient future (NDC-TEC) in Saint Lucia. As part of this project GIZ intends to award a contract for the Design, Supply and Installation of grid-tied Solar PV systems at 10 locations around Saint Lucia. The scope of work includes:
1) Design, Supply and Installation of around 111 kW of grid-tied Solar PV systems ranging in size from 5 kW to 25 kW at 10 locations in Saint Lucia
2) Completion of all regulatory applications required for the commissioning of the solar PV systems (NURC, Electrical Department, LUCELEC and any other)
Tender procedure from invitation to tender until signing of contract is expected to take place between July 2026 and August 2026. Project execution is expected between August 2026 and February 2027. Installation of the Solar PV is expected to be performed and completed approximately within six (6) months from signing of contract.
To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:
1) Official letter expressing interest
2) Company details including full company name, full address, phone and email
3) Evidence of company registration status (certificate of business registration, incorporation or other document(s))
4) In case of bidding consortium: Declaration by consortium
5) Self-declaration of eligibility for the award of construction contracts
6) Average annual total turnover for the last three (3) financial years of at least $300,000 USD.
7) Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years
8) Minimum average number of employees and managers for the past three (3) calendar years of at least four (4) persons.
9) Minimum of five (5) references for the Design and Installation of Solar PV systems in the Caribbean (performed within the last five (5) years) with a minimum collective commission value of $100,000 USD.
a. With at least three (3) of these referenced projects being completed in Saint Lucia.
10) Copy of valid electrician license or engineering registration of a proposed team member (installers/supervisors)
