Government Enhances Police Officers’ Capabilities as Court Prosecutors

The Government of Saint Lucia is taking significant steps to aid aspiring legal scholars within the Royal Saint Lucia Police Force (RSLPF) by offering law scholarships and enhancing the Prosecution Unit as part of its 2026/2027 Budget.

In May, the Cabinet approved a scholarship program that will grant four scholarships over the next two years, allowing selected police officers to pursue legal studies at The University of the West Indies.

Prime Minister and Minister for Justice and National Security, Philip J. Pierre, announced this initiative during his Budget Address, emphasizing the government’s commitment to strengthening law enforcement and justice reform.

“We are ensuring that justice is accessible, that cases are resolved fairly and promptly, and that every citizen can have confidence in the institutions that serve them,” stated PM Pierre.

He outlined three key measures guiding the program:

  • Two scholarships will be awarded each year for the next two years.
  • Recipients of the scholarships will enter into a five-year bond, during which they will serve as prosecutors within the RSLPF after completing their studies.
  • An inter-agency committee, comprising representatives from the Office of the Prime Minister, the RSLPF, and the Ministries of National Security, Education, and Public Service, will oversee the selection process for nominees.

This scholarship initiative is a part of the Government’s broader efforts to streamline the flow of criminal cases from investigation through to prosecution and resolution.

It complements other justice reform initiatives, including the Plea Bargaining Bill, the establishment of a Criminal Backlog Reduction Court, the implementation of a virtual court system, investments in forensic science, and the digitization of case files.

A government spokesperson highlighted that investing in officers’ legal education will enable them to understand both criminal investigations and the law more comprehensively, thereby strengthening the connection between investigation and prosecution.

This initiative aims to ensure that sound police work is effectively presented in court through well-prepared cases.
