The Eastern Caribbean Securities Exchange (ECSE) has announced a new leader following the retirement of its former Managing Director, Mr. Trevor E Blake, who stepped down on December 31, 2025.
Mr. Blake served with exceptional dedication for 20 years, during which time he significantly contributed to the growth and transformation of the ECSE.
Under his leadership, the organization strengthened its governance and deepened its regional impact.
The Board, Management, and Staff extend their heartfelt gratitude to Mr. Blake for his commitment and lasting influence on the development of money and capital markets in the Eastern Caribbean Currency Union.
The ECSE Board is pleased to announce the appointment of Mr. Stewart K. Haynes, a national of St. Vincent & the Grenadines, as the new Chief Executive Officer, effective June 1, 2026.

Mr. Haynes brings over twenty years of experience in financial management, investment, actuarial science, and institutional leadership within the Eastern Caribbean.
Currently, he serves as Executive Director of the National Insurance Services of St. Vincent and the Grenadines, where he has successfully implemented comprehensive reforms to enhance long-term financial sustainability, modernize investment governance, establish robust risk management frameworks, and drive digital and operational transformation.
A Chartered Financial Analyst (CFA) and Fellow of the Faculty and Institute of Actuaries (FIA), Mr. Haynes is highly regarded for his analytical rigor, integrity, and collaborative leadership style.
The Board looks forward to welcoming Mr. Haynes and is confident that his leadership will build upon the strong foundation established by Mr. Blake as the ECSE embarks on its next phase of innovation and expansion.
