
The Insurance Council of Saint Lucia (ICSL) marked its 50th anniversary with a full day of reflection, recognition, and celebration on Saturday, October 18, 2025, at Coconut Bay Beach Resort and Spa. The day began with a special morning session, during which Claudius J. Francis was re-elected as President of the Insurance Council of Saint Lucia, reaffirming his long-standing leadership and commitment to the industry.
In the afternoon, an open session was held, featuring discussions on a number of topics dealing with insurance. Industry professionals and stakeholders engaged in dialogue on regulatory developments, market trends, and the evolving role of insurance in national development.
The evening culminated in the 50th Anniversary Gala and Hall of Fame Induction Ceremony, held in the Bougainvillea Conference Room. The program opened with the Saint Lucia National Anthem, followed by welcome remarks by Deborah Raoul and an invocation led by Barbara Blasse, grounding the celebration in gratitude and unity.
The highlight of the evening was the Hall of Fame Induction Ceremony honored two pillars of the insurance industry.
The first inductee, John Calixte Leon, was introduced by Royer Felix. Mr. Leon began his career in 1971 at the St. Lucia Teachers College. After graduating, he taught at the Corinth Secondary School and later at the Saint Lucia Teachers College. He then pursued a double major in Mathematics and Economics at the University of the West Indies, Cave Hill Campus. Upon returning to Saint Lucia, he taught briefly at St. Mary’s College before joining the Ministry of Finance in 1985 as an Economist. Over the years, Mr. Leon held several senior positions, including Deputy Director of Finance, Director of Research and Policy, and Registrar of Insurance. He also served as Saint Lucia’s lead negotiator in several international trade negotiations, including the WTO’s Doha Development Agenda, the Free Trade Area of the Americas (FTAA), the European Union Economic Partnership Agreement (EPA), and the Caribbean Single Market and Economy (CSME).
The second inductee, Claudius J. Francis, was introduced by Ronald Philgence. Mr. Francis is an Insurance Loss Adjuster, Consultant, and Arbitrator by profession and the Managing Director of the firm Francis, Rosemin & Co. Ltd. He is the current President of the Insurance Council of Saint Lucia, serving from 1998 to 2000 and from 2003 to the present. He was re-elected during a special ICSL session on Saturday morning. He is also a Past President and founding President of the Association of Insurance Councils of the OECS. Additionally, Mr. Francis is a founding member and five-term President of the Insurance Institute of Saint Lucia Inc. He is the holder of a Diploma (Distinction) in Principles and Practice of Insurance, a Certificate in Fire & Accident Insurance, and a Certificate in the Evaluation of Electrical Systems for Fire Hazards.
The well attended event brought together insurance professionals from around the island.
