This week, collaboration between the government of Saint Lucia and Ocean Bulk Logistics and Development Inc. was highlighted during crucial discussions to develop more affordable, convenient, and dependable sea travel operations.
The presentation of the Eastern Caribbean Premier Inter-Island High-Speed Ferry Initiative is seen as a timely venture for enhancing sea travel and transportation across the islands. A central theme of the meeting was the importance of expanding regional shipping and trade as the area seeks to create more business opportunities, strengthen trade and tourism, and foster greater regional integration.
Lorraine Matthew, Permanent Secretary in the Ministry of Infrastructure, Port Services and Energy, described this initiative as a transformative project for the Organization of Eastern Caribbean States (OECS).
“This initiative will strengthen maritime connectivity, improve the efficiency of our port infrastructure, and position Saint Lucia as a strategic gateway within the Caribbean,” she stated, during a media launch , on Tuesday.
Matthew emphasized the historical significance of maritime transport to the economic and social development of island states, noting the tremendous potential to leverage the region’s geographic location for greater integration and economic opportunity. She pointed out that regional connectivity has been a significant constraint on economic integration and sustainable development.

“A modern, reliable, and efficient high-speed ferry service has the potential to complement existing transportation systems by improving the movement of people and cargo, supporting tourism, expanding trade, and creating new business opportunities,” Matthew said. “It will also strengthen ties among our neighboring islands.”
This initiative presents a chance for Saint Lucia to enhance connectivity, increase port utilization, stimulate investment in maritime services, strengthen supply chains, and support the broader Blue Economy.
“These objectives align closely with the government’s vision for sustainable economic growth and regional cooperation,” she added.
Matthew cautioned that projects of this scale require careful consideration, stating they must be technically feasible, financially viable, environmentally sustainable, and supported by an appropriate legal and regulatory framework.
A significant aspect of the meeting included a presentation by Ocean Bulk Logistics personnel, featuring insights from the security unit and the government’s expert consultancy.
