A Stronger Police Force RSLPF Update: Infrastructural Upgrades and Departmental Strengthening

This week, the Royal Saint Lucia Police Force (RSLPF) convened a special contingency meeting to inform Gazetted Officers about the latest functionalities of the data technology apparatus designed to enhance their administrative and operational duties, alongside recent upgrades in major departments.

In a notable first, the meeting on Wednesday included remarks from the British Resident Commissioner to Saint Lucia, Doyin Adele-Shiyanbola, as well as an official from the Ministry of National Security.

Jim Xavier, the Deputy Permanent Secretary in the Ministry of National Security, addressed the gathering, detailing the latest infrastructural upgrades within the police service. He commended the RSLPF for the “tremendous work” accomplished in 2025, which contributed to a 14% decrease in reported cases, including reductions in sexual offenses and firearm-related incidents.

“We applaud the increased presence of police officers on our streets and in our communities and the growing confidence of the Saint Lucian public in the Royal Saint Lucia Police Force,” Xavier remarked.

He emphasized the goal for this year to “build on those successes” to further strengthen the operations of the RSLPF.

On capital projects, he highlighted several significant initiatives, including the erection of external walls, the construction of a dog kennel, and the demolition and installation of a new roof at the Special Services Unit (SSU) Northern headquarters, all of which have been completed.

Additional projects are underway, such as constructing a concrete structure to house radar equipment, a generator, and a radar dish at Vieux Fort, along with roof replacements and internal renovations at the southern  SSU facilities.

Xavier also reported on forthcoming critical legislation aimed at enhancing the RSLPF’s capabilities, including the Witness Protection and Special Measures Bill, the CARICOM Arrest Warrant Treaty Bill, the Firearms Amendment Act, and several others.

Human Resource Strengthening:

The Deputy Permanent Secretary announced plans to fill four critical positions—counsellor, garage manager, systems administrator, and human resource officer—shortly to bolster RSLPF operations.

Additionally, he mentioned that support staff will be hired in the coming weeks to assist with the workload.

Commissioner Adele-Shiyanbola expressed the UK’s commitment to its strong and long-standing partnership with Saint Lucia, founded on mutual trust, professionalism, and shared objectives. She noted, “Our cooperation continues to yield practical results, supporting safer communities and regional security.”

She highlighted the UK’s recent contribution of upgraded services to improve the RSLPF’s Record Management System, enhancing data integrity, efficiency, and resilience for more effective day-to-day policing.

In conclusion, during a closed session with the contingent of gazetted officers, Superintendent Troy Lamontagne presented on the Police Management System User Control Access Policy and Legal Framework.
