These actions represent a grave breach of international law, with the primary goal of kidnapping the Constitutional President of Venezuela.
On January 3, 2026 : Venezuelan territory faced an armed and illegitimate assault by the United States government, executed without any legal justification. Official reports confirm that the operation included aerial bombardments on Venezuelan soil, killing 80 civilians and military personnel, inflicting severe damage to critical infrastructure, and unlawfully detaining President Nicolás Maduro Moros and First Lady Cilia Flores.
In direct response to this U.S. military aggression, Venezuela has initiated actions on the international stage to denounce these events and seek redress through multilateral mechanisms.

The nation condemned this colonial aggression, driven by oil interests, affirming that such actions constitute a flagrant violation of the United Nations Charter, which forbids the use of force against the territorial integrity and political independence of sovereign states. The Security Council engaged in rigorous deliberations regarding the U.S. military operation in Venezuela and the capture of President Maduro.
Strong criticism was directed at the use of force, highlighting the importance of state sovereignty. The Secretary-General emphasized strict adherence to the UN Charter and advocated for inclusive political dialogue to prevent further destabilization in the region.
In addition to multilateral engagement, Venezuela is calling on the international community to act decisively against what it perceives as severe threats to peace, security, and global stability.
Despite the detention of its Head of State, the Venezuelan people, the Bolivarian Government, and the Bolivarian National Armed Forces (FANB) assert that constitutional order remains intact and that all state institutions continue to operate effectively.
Venezuela Reaffirms Its Commitment to Peace Amid External Aggression
On January 3, 2026 , the Constitutional Chamber of the Supreme Court of Justice of Venezuela appointed Vice President Delcy Rodríguez as Interim President, responding to the forced absence of President Nicolás Maduro and the First Lady.
Later that day, the Venezuelan State activated a State of Foreign Commotion, a constitutional and exceptional measure designed to protect national sovereignty, institutional stability, and public security in the face of external threats. This measure allows for a rapid and coordinated response by state institutions while preserving constitutional order and fundamental human rights.
During a Council of Ministers meeting on January 4, 2026 , Interim President Rodríguez reaffirmed the Bolivarian Government’s commitment to peace and dialogue. She prioritized advancing respectful international relations between Venezuela and the United States, as well as other regional countries, based on sovereign equality and non-interference.
She extended an invitation to the U.S. government to engage in a cooperative agenda focused on shared development and lasting peaceful coexistence in accordance with international law.
Delcy Rodríguez was sworn in as Interim President, marking a significant step in Venezuela’s leadership amid these challenging circumstances.
