US, EU, UK in Talks with Dr. Hilaire Regarding CIP and GPH Status in Saint Lucia

Tourism Minister Dr Ernest Hilaire recently provided an important update to the media on his interactions with the European Union (EU) and the United States (US) regarding the benefits of the Citizenship by Investment Programme (CIP), as well as the status of the Global Ports Holding (GPH) project in Saint Lucia.

The dialogue, organised by the EU and the United States, focused on the operational success of the CIP among OECS member countries, setting the groundwork for future development.

Dr Hilaire emphasised that the conversations were extremely constructive, allowing for open dialogue on how to develop the programme and execute the required reforms to assure its long-term success.

He reaffirmed the US, EU, and United Kingdom’s (UK) commitment to these countries while addressing the critical roles of regional regulators, due diligence, and national security.

“The UK will provide vital technical support, focussing on training personnel within various units to enhance competencies,” Dr Hilaire stated during a media briefing on Monday.

Regarding the GPH project, which aims to upgrade Saint Lucia’s principal harbour, the minister raised concerns with the Development Control Authority (DCA) about “minor alterations” and other relevant issues.

“There is significant activity underway; GPH is actively managing DCA approvals, the Castries City Council (CCC) is monitoring vendors, and the Saint Lucia Air and Seaport Authority (SLASPA) is engaging with fishers and residents in the Banannes fishing area,” says Dr. Hilaire.

He emphasised the need for timely information exchange with the media, asking them to prepare for a full presentation to grasp current happenings.

In 2023, SLASPA and GPH cooperated to improve the physical infrastructure of Port Castries, a strategic step intended to greatly boost Saint Lucia’s cruise tourism business.

Recognising cruise tourism’s importance in the Castries Harbour, which accounts for more than 10% of SLASPA’s business, this collaboration reflects a strong commitment to supporting growth, innovation, and economic vitality. This collaboration will use GPH’s unrivalled knowledge to revitalise Saint Lucia’s cruise facilities and ensure they exceed international standards.

Furthermore, the alliance takes a holistic approach to improving the cruise tourism experience. GPH, in collaboration with SLASPA and the Government of Saint Lucia, is committed to improving both physical infrastructure and the destination experience for cruise passengers.

As the relationship with GPH proceeds, SLASPA remains committed to driving long-term economic growth, improving visitor experiences, and establishing Saint Lucia as a major cruise tourism destination on the global stage.
