DCA Set to Implement New Land Development Regulations

The island’s Development Control Authority (DCA) is set to implement new land development regulations that integrate the Saint Lucia Building Code with Environmental Impact Assessment (EIA) regulations.

The purpose of these changes is to improve planning and effectively encourage sustainable development. Beginning March 1, 2025, the DCA will implement these mandatory regulations across various sectors, including building codes, land development, and EIA regulations.

Karen Augustin, the Chief Planning Officer and Executive Secretary of the DCA emphasised the importance of this action.

“These regulations have been long overdue since we have seen substantive regulations enacted under the Physical Department Act since 2001,” she stated.

After 24 years, the DCA is ready to implement these essential regulations. It will start by distributing application forms and detailing the related fees.

The new process consists of two components: Form 1, designated for Permission to Develop Land, and Form 2, intended for Approval in Principle.

“These forms will replace our existing system and ensure a much faster processing time for applications,” Augustin stated.

Safety and environmental issues are of utmost importance. The new regulations will necessitate a thorough examination of construction techniques and their effects on the environment.

The EIA regulations will ensure that all developments comply with environmental standards, facilitating essential mitigative measures at every stage of development.

Augustin highlighted the significance of these assessments, noting that they guarantee the incorporation of sustainable practices throughout the building process.

Adjustment fees have been set for applications, with residential application fees remaining unchanged, while the new minimal fees for non-residential applications will continue to be available.
