HSA (Saint Lucia – Cuba) Statement on the United States Decision to Include Cuba on its States of Terrorism List

THE Humanistic Solidarity Association (Saint Lucia-Cuba) avails itself of this opportunity to convey to the people and the government of Cuba our unstinting solidarity on the matter of the recent decision by the Donald Trump administration, to include the Republic of Cuba on its so-called List of States Sponsors of Terrorism. The HSA wishes to join the people and the government of Cuba, in a most categorical rejection of this unjust designation of our Caribbean sister state, Cuba. In the same manner that the HSA repudiates the unjust imposition of the hostile and undemocratic United States Economic, Commercial and Financial Embargo against Cuba, which in essence constitutes an outright blockade against a sovereign Caribbean country, our Association likewise repudiates this unceasing and unprincipled hegemony by the USA in designating for itself the post of Chief of Police of the international community of nations.

The bewildering contradictions are there for all to see. During the year 2020, a country that the United States has just designated as a State sponsor of terrorism, continued to earn the respect and the trust of 191 of the 193 member states of the United Nations. In 2020, Cuba received the blessings of the United Nations and its various executive boards to membership in many UN committees, including the United Nations Human Rights Council (UNHCR), the Executive Boards of the United Nations Development Programme (UNDP), the United Nations Fund for Population Activities (UNFPA), the United Nations Office for Project Services (UNOPS), the United Nations Population & Development Commission (UNPDC), the United Nations Economic & Social Council’s Programming & Coordination Committee (UNECOSOC), and the Executive Committee of the Office for Project Services (UNECOPS). How can it be that Cuba is a state sponsor of terrorism, yet, during the past 28 years, it has continued to receive the acceptance and recognition of nearly 100% of the membership of the United Nations?

In the international fight to manage and eliminate the COVID-19 pandemic, Cuba has been the world’s most active and most generous country of the international community of nations, in the deployment of medical and technical resources, all over the world, notably through its Henry Reeve Brigade. And the international community is responding enthusiastically by actively supporting the Brigade for the Nobel Peace Prize, in recognition of its role in the management of the pandemic, and for its decades of service to humanity in the area of medical care in disaster situations internationally. These actions by the people and the government of the Republic of Cuba are not consequent with the actions of a country whose people and government would support state sponsored terrorism.

President Barack Obama, a man of heightened intelligence and an unusual perspicacity in the American context, had seen these glaring contradictions concerning US-Cuba relations, and he had correctly asserted that a failed and pre-historic foreign policy of six decades, should not continue to remain dogmatically unrevised. In this regard, President Obama had taken the initiative, in talks with the Cuban government, to seek gradual change in several aspects of United States foreign policy on Cuba. Of course the unstable and disastrous US government under the management of President Donald Trump, reversed that policy, and the brief rapprochement that had begun to develop between the two countries evaporated. The Humanistic Solidarity Association hopes that President Biden, former Vice President under President Obama, will follow in the footsteps of his predecessor in this regard, and achieve some level of normalization of US-Cuba relations. As an aspect of that necessary normalization of relations, the HSA also hopes that President Biden quickly revisits this absurd, dishonest and ridiculous designation of Cuba as a state sponsor of terrorism.

he Humanistic Solidarity Association avails itself of this opportunity to renew to the government and people of Cuba, assurances of our highest consideration and esteem. ¡Venceremos!
