Central Statistical Office Embarks on Major Upgrade of National Data System

Saint Lucia is actively enhancing its data collection system to align with the latest developmental trends in the global market.

In this context, the Central Statistical Office (CSO) has launched a significant organizational development initiative aimed at modernizing Saint Lucia’s national statistical system and positioning the CSO to become a National Statistical Institute (NSI).

This effort will strengthen the institution’s capacity to produce high-quality, reliable data for national development. The initiative is being implemented under the World Bank’s Data for Decision Making Project and is part of three strategic reforms currently underway to modernize the country’s statistical system and improve evidence-based policy-making.

Sean Mathurin, Director of the Central Statistical Office, emphasized that this consultancy represents a critical milestone in enhancing the institution’s ability to fulfill its mandate.

“This consultancy is one of three strategic initiatives aimed at modernizing and positioning the Central Statistical Office to better manage its role in compiling, producing, and disseminating official statistics,” Mathurin stated.

“In the short to medium term, our focus will address existing challenges and deficiencies while laying the groundwork for achieving National Statistical Institute status,” he added.

The consultancy will assess the CSO’s organizational structure, human resource requirements, succession planning, staff training, and capacity-building needs, along with the legislative and institutional framework necessary for the transition to National Statistical Institute status.

Mathurin explained that this initiative complements two other major reforms already in progress: the revision of the Statistics Act and the implementation of the National Strategy for the Development of Statistics (NSDS), which was officially launched in 2025. Strengthening the statistical system will benefit not only the Central Statistical Office but also the broader National Statistical System by improving coordination among government agencies that collect, produce, and utilize official statistics.

Leading the technical assessment is international statistician Romesh Paul, whose extensive experience includes the United Kingdom Government Statistical Service, Eurostat, and statistical capacity-building projects across the Caribbean, Africa, and Asia.

Paul noted that the assessment will benchmark Saint Lucia’s statistical system against internationally recognized standards using three globally accepted frameworks.

“We are utilizing three international frameworks. The first is the European Union’s Snapshot Tool, which assesses the relationship between the statistical system and the Central Statistical Office, including the legal and institutional framework,” he explained. “The second is the United Nations’ Generic Statistical Business Process Model (GSBPM), which examines every stage of statistical production from design to dissemination. The third is the Generic Activity Model for Statistical Organisations (GAMSO), focusing on the organization and management of a modern statistical office.”

The consultancy will also analyze collaboration between the CSO and the ministries and agencies responsible for producing official statistics, aiming to create a more integrated, efficient, and sustainable National Statistical System.

According to the World Bank, reliable national statistics are a global public good, providing governments, investors, development partners, and citizens with trusted evidence for designing effective policies, monitoring development progress, and making informed decisions.

Mathurin indicated that a second mission will expand the consultation process by engaging stakeholders across the National Statistical System before final recommendations are made. This modernization initiative is expected to strengthen Saint Lucia’s statistical capacity, enhance the quality and accessibility of official data, and support more informed decision-making as the country advances its sustainable development agenda.
