FIA Charge Individual in Connection With Creators Alliance Investment Scheme

The Financial Intelligence Authority (FIA) has charged ELECTRA FERNAND of Massade, Gros Islet with seven (7) counts of money laundering involving the sum of approximately One million Sixty-Two Thousand Dollars ($1,062,000.00)

Fernand was among several persons detained in May of 2025 following an island-wide joint operation by officers of the Royal Saing Lucia Police Force and the FIA , in connection with the popularly known Creators Alliance Investment Scheme.

Creators Alliance, believed to have been a pyramid-style investment opportunity, operated both locally and regionally from around June of 2024. In March 2025, the scheme collapsed abruptly, resulting in significant financial losses for thousands of investors in Saint Lucia and across the Caribbean.

Following the joint operations six (6) individuals were charged by officers of the Major Crime Unit of the Royal Saint Lucia Police Force in May 2025, for the offence of operating a virtual asset business without a license, contrary to the provisions of the Virtual Asset Business Act. Apart from one individual who initially pleaded guilty to the charge in May 2026, the remaining five (5) suspects, including Fernand, remain on bail pending trial for that offence.

Investigations by the FIA into money laundering activity associated with the scheme remained ongoing, culminating in the arrest and charge of Fernand on Tuesday, for money laundering, contrary to sections 28 and 30 of the Money Laundering (Prevention) Act. The offence carries maximum penalties of fines of up to one million dollars ($1,000,000.00) and or imprisonment for up to fifteen (15) years.

On Wednesday 22nd September, 2026, Fernand was taken before Magistrate Reynolds of the 1st District Court for a bail hearing where she was granted bail in the sum of One Hundred and Twenty-Five Thousand Dollars ($125,000.00) cash of suitable surety.

The FIA has again reiterated its warning to the public to exercise caution and prudent judgement before engaging in unregulated or unauthorized investment schemes and to seek independent professional advice to verify the legitimacy and licensing of any investment entity.
