City Police Urgently Calls for Reform and Enhanced Resources

Members of the City Police Constabulary are making an urgent appeal for significant reforms and better resources to enable them to perform their duties effectively and efficiently.

The officers, who serve as Special Police Constables (SPCs), attached to the Castries Constituency Council (CCC) are advocating for improved working conditions and greater recognition of their roles within the framework of the Royal Saint Lucia Police Force (RSLPF).

They are urging relevant authorities to address longstanding issues related to inadequate resources, deteriorating working conditions, and years of institutional neglect.

Despite being responsible for frontline policing tasks—including arrests, high-risk operations, and 24-hour street patrols—officers report that they are working under unacceptable conditions that jeopardize their safety and hinder the quality of service provided to the community.

Key concerns highlighted by the officers include:

– Defective Fleet: Officers are dependent on aging, unreliable vehicles prone to mechanical failures while responding to incidents. In some instances, personnel must travel in open vehicle beds, exposing them to harsh weather conditions and other hazards.

– Equipment and Firearm Shortages: The department faces a critical shortage of essential operational equipment and firearms, leaving many officers inadequately equipped, particularly given the current roster of approximately 30 officers.

– Unsanitary and Unsafe Facilities: Reports indicate that officers work in facilities with non-functional washrooms, inadequate break areas, and detention cells situated within the same space. Some barracks are infested with termites and require urgent repairs.

– Compensation Disparity: Many City Police Officers earn less than EC$2,000 per month with no risk or hazard allowance, despite engaging in high-risk night patrols and enforcement duties similar to those of other law enforcement agencies.

The officers are advocating for the integration of the City Police into the RSLPF framework, arguing that this would grant them access to necessary equipment, improved training, fair compensation, and safer working conditions. They urge authorities to take immediate administrative action, invest in critical infrastructure, and demonstrate leadership and accountability by addressing these ongoing operational deficiencies.

The officers emphasize that strengthening the City Police is not merely about enhancing staff welfare but is vital to ensuring that the public receives the professional, effective, and dependable policing service it deserves.
