The Department of Labour, Co-operatives and Consumer Affairs has expressed satisfaction with the successful negotiations concerning two of the island’s primary service providers.
Acting Deputy Labour Commissioner Nicolai Lansiquot stated, “The agreements represent major milestones in the Department’s ongoing efforts to foster harmonious labour relations, facilitate constructive dialogue, and promote industrial stability throughout Saint Lucia.”
On July 27, officials from the Labour Department presided over the signing of a collective agreement between the Saint Lucia Medical and Dental Association (SLMDA) and the Millennium Heights Medical Complex (MHMC). This agreement brings closure to a long-standing issue that had raised concerns among employees and stakeholders, leading to potential industrial action by medical professionals.
The agreement, countersigned by the Labour Department, allows doctors and physicians at the institution to receive their negotiated allowances and benefits starting in July 2026.

Later that same day, a second significant agreement was signed between the Water and Sewerage Company Inc. (WASCO) and the Civil Service Association (CSA), the designated bargaining agent for WASCO employees.
This agreement provides employees with a six percent salary increase for the 2022–2024 triennium, alongside a variety of negotiated allowances and benefits. It resolves another long-standing industrial issue and reflects the commitment of all parties to constructive engagement and mutually beneficial outcomes.
Both agreements were signed under the guidance of Labour Department officials, who facilitated productive discussions.
In each case, all parties were adequately represented, and the negotiations were characterized by cordiality, respect, and a focus on solutions, resulting in agreements that serve the interests of both employers and employees.
Minister for Labour, Co-operatives and Consumer Affairs, Emma Hippolyte, welcomed the outcomes, describing them as a testament to the strength of social dialogue and the effectiveness of Saint Lucia’s industrial relations framework.
“I am extremely pleased with the successful signing of these two collective agreements, which address longstanding matters,” Minister Hippolyte remarked.
“These outcomes demonstrate what can be achieved when employers, employees, trade unions, and government engage in meaningful dialogue and negotiations in good faith. The amicable resolution of these issues not only benefits the workers involved but also contributes to the continued stability and peaceful industrial relations climate that Saint Lucia enjoys, ” she added.
The Minister further commended all parties involved for their commitment to the negotiation process and praised the Labour Department for its ongoing role in promoting constructive labour-management relations throughout the island.
