
REQUEST FOR EXPRESSION OF INTEREST (EOI)
Engineering Consultancy Services for Steel Framed Installation at the Fond Cole Landfill, Roseau, Commonwealth of Dominica
Euroclima is a European Union programme that strengthens EU–Latin America and Caribbean cooperation to support a green and just transition. Aligned with the EU’s Global Gateway strategy, it works with 33 partner countries and regional organisations to enable sustainable investment, improve access to climate finance, and promote knowledge exchange in priority sectors including energy transition, sustainable mobility, bioeconomy, and water management.
The programme is co-financed by the European Union and the German Federal Government through the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented under the Team Europe approach by a number of partner agencies. In Dominica, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH serves as the Implementing Agency for this captioned activity.
As part of this project GIZ intends to award a contract for engineering consultancy services for construction works to be done at the at the Fond Cole Landfill, Roseau, Commonwealth of Dominica. The scope of work includes:
1. Audit of stored structural steel members for suitability; execution of complete design (structural steel and reinforced concrete), costing, specifications and working drawings for the installation of structural steel framed recycling shed of approximately 4000 square foot footprint, including external works and mechanical, electrical, fire suppression, security and plumbing works (MEP).
2. Contribution of technical inputs (including working drawings, priced and unpriced bills of quantities, specifications) for preparation of bidding documents soliciting of services for construction for (1) above; provision of technical recommendations based on review of technical responses to call for bids
3. Quality assurance services during construction; provision of technical recommendations in response to Building Contractor (BC) claims and provision of recommendations and support, as appropriate, for management of risks and variations which arise.
Tender procedure from invitation to tender until signing of contract is expected to take place between 29th July, 2026 and 28th August, 2026. Period of assignment is from 28th Aug 2026 until 30 June 2027; there is an approximate period of 3 months for design and preparation of tender documents (but the EC is free to allocate resources accordingly should there be the inclination of the EC to further expedite), and a timeline of 6 weeks to two months for the tendering for the construction company (until contract award). The end of engineering consultancy of 30 June 2027 is fixed and non-negotiable and all efforts must be made to ensure that the entire installation is complete up to substantial completion by 30 June 2027.
To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment, by completing the attached form and supplementing as necessary with attached proofs as appropriate:
1) Official letter expressing interest
2) Company details including full company name, full address, phone and email
3) Copy of company registration certificate
4) Copy of valid certifications as proof of training in the fields of civil and structural engineering, with clear highlighting of training in structural steel design and reinforced concrete design, as well as other relevant certificates of academic/technical training in critical fields such as construction project management
5) Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (5) years; also highlight three of the key staff (excluding the Team Leader) who would be considered to be members of the core team for this intervention
6) CVs of the Team Leader plus the three key staff identified in (5) above
7) References of works of similar nature (structural steel design and reinforced concrete design and quality assurance during installation of steel framed and reinforced concrete structures) as specified above, including location of works (performed within the last five (5) years)
8) Total value of works of similar nature (steel framed structures in locations of similar hazards as the Commonwealth of Dominica – particularly hurricanes, seismic events as specified above (for each of the last five (10) years)
9) Annual total turnover for each of the last three (5) years
10) Evidence of ownership of equipment necessary to execute the works or evidence of possibility to hire the same
Evidence of eligibility is to be provided on the basis of the minimum criteria specified in the assessment grid [see the Grid for assessing the eligibility of construction companies].
This tender is open for companies based in the Caribbean Region. International companies are welcome to participate in this tender; participation is possible through a locally registered branch or in partnership with a local entity. In particular, international bidders may form a consortium (joint venture/ARGE) with a local partner to meet local participation requirements.
