Job Title: Finance Officer (Part-Time)
Location: Caribbean Postal Union (CPU) Secretariat – St. Lucia
Reports to: Programme Manager
Salary: USD $10.96 per hour

1. Job Purpose:

To assist in the management of the financial operations of the Caribbean Postal Union (CPU) with a focus on accuracy, compliance and timely reporting. Key responsibilities include preparing the annual budget, monitoring cash flows and optimizing financial resources.

2. Key Outputs:

2.1 Development of financial policies and risk management procedures.

2.2 Preparation of financial reports.

2.3 Development of strategic and operational budgets.

2.4 Preparation and monitoring of the annual budget.

3. Responsibilities:

3.1 Prepare monthly financial statements, forecasts and variance analysis.

3.2 Coordinate the annual budget and financial reporting.

3.3 Ensure accurate record-keeping and compliance with financial standards.

3.4 Manage accounts payable, ensure timely payments and monitor revenue.

3.5 Conduct financial investigations and implement corrective actions.

4. Job Dimensions:

4.1 May be required to serve as a signatory on corporate accounts.

4.2 Recommend financial management policies.

4.3 Liaise with financial institutions and regulatory bodies.

5. Competencies:

5.1 Core: Problem-solving, teamwork, communication, strategic thinking, organisational, decision-making, results oriented and time management skills.

5.2 Technical: Financial analysis, budgeting, risk management, accounting software proficiency, financial modelling and presentation skills.

6. Qualifications:

6.1 Bachelor’s degree in accounting or related field or

6.2 CPA, CA or CMA certification

6.3 Minimum of three years post-qualification experience in accounting or finance, preferably in the postal or public sector.

7. Special Conditions:

7.1 Work on-site minimum two days per week.

7.2 Ability to work under tight deadlines.
