DPP Provides Update on ORC Police Killings

Director of Public Prosecutions (DPP) Daarsrean Greene, Wednesday, shed light on a number of high-profile killings by the police which took place during a police operation called Operation Restore Confidence (ORC) between the years 2010 – 2011.

Known as the Vieux Fort Five, Kevin Ferdinand, Rosarius Marquis, John Baptiste Macfarlane, Mitchell Cadette and Allen Louisy were all shot and killed by police on May 5th 2011 in Vieux Fort. Now, in 2024, DPP Greene says the investigation is nearing completion.

He revealed that he’d found sufficient evidence to warrant the arrest and formal interviewing of the officers involved on suspicion of reckless manslaughter.

DPP Green said that he advised the commissioner accordingly.

Regarding Reginald Jean who was shot and killed by police on February 28th 2011 in Marchand, the DPP told reporters that he has continuously reviewed the evidence in this case and that the investigation is nearly complete.

He also said he found enough evidence to warrant the arrest and formal interviewing of officers involved.

“On the last occasion (in a 2021 press statement), I indicated that there were further lines of inquiry to be explored. These lines of inquiry,” were embarked upon by the investigative team which was done subsequent to the coroner’s inquest,  DPP Greene said, adding that he has requested the Commissioner of Police that the investigative team be directed to complete the investigation thus allowing due process of law to function.

In the case of Dwight Henry who was shot and killed by police on April 12th 2011 in Marigot, he said that having reviewed the matter in its entirety, including further lines of inquiry explored by the investigative team, he did not find that sufficient evidence exists to warrant the arrest of the officers involved.
