
REQUEST FOR EXPRESSION OF INTEREST (EOI)
Construction Works – PhotoVoltaic (PV) Microgrid in Dennery District, St. Lucia
Euroclima is a European Union programme that strengthens EU–Latin America and Caribbean cooperation to support a green and just transition. Aligned with the EU’s Global Gateway strategy, it works with 33 partner countries and regional organisations to enable sustainable investment, improve access to climate finance, and promote knowledge exchange in priority sectors including energy transition, sustainable mobility, bioeconomy, and water management.
The programme is co-financed by the European Union and the German Federal Government through the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented under the Team Europe approach by a number of partner agencies. In St. Lucia, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH serves as the Implementing Agency for this activity.
The local implementing partner is the Energy & Public Utilities Division of the Department of Infrastructure, Ports & Transport within the Ministry of Infrastructure, Transport, Physical Development & Urban Renewal.
As part of this project GIZ intends to award a contract for construction works at the Dennery Infant School and the Dennery Primary School, in the Dennery District in St. Lucia. The scope of work includes:
• Design, Procurement and Installation of PV microgrid to service two (2) public schools, inclusive of all associated works and installations based on specifications and design parameters provided
Tender procedure from invitation to tender until signing of contract is expected to take place between 16th March 2026 and 12th April 2026. Construction work is expected to be performed and completed approximately within 6 months from signing of contract.
To qualify for consideration in the tender procedure, interested companies are required to submit the form “QUESTIONNAIRE FOR ARCHITECTS / ENGINEERS AND CONTRACTORS” and the following information and supplement with attached proofs as appropriate:
1) Official letter expressing interest
2) Company details including name of principal representative, full company name, full address, phone and email
3) Copy of company registration certificate
4) Copy of valid electrician license and certification; PV design and installation certification, as well as other relevant certificates of academic/technical training in these areas
5) Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years
6) References of works of similar nature as specified above, including location of works (performed within the last five (5) years)
7) Total value of works of similar nature as specified above (for each of the last five (5) years)
8) CVs of at least 3 specialists that have technical certification in electrical installation and/or PV design and installation
9) Annual total turnover for each of the last three (3) years
10) Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same
Evidence of eligibility is to be provided on the basis of the minimum criteria specified in the “Assessment Grid”.
This tender is open for companies based in the Caribbean Region. International companies are welcome to participate in this tender. Participation is possible through a locally registered branch or in partnership with a local entity. In particular, international bidders may form a consortium (joint venture/ARGE) with a local partner to meet local participation requirements.
