CARDTP Initiates Bold Cybersecurity Measures

Saint Lucia is focused on the implementation of the Caribbean Digital Transformation Project (CARDTP), which is taking significant strides to enhance regional cybersecurity, focusing on institutional resilience as a key element in the fight against cybercrime.

This initiative incorporates innovative practices suited to the fast-paced technological landscape of the modern era. CARDTP is strengthening national capabilities in monitoring, detecting, and responding to cyber threats.

A primary focus is the launch of a public awareness campaign aimed at educating citizens about cyber risks and promoting safe digital behaviors. By doing so, the initiative bolsters resilience against cybercrime, enhances digital trust, and aligns national strategies across the Caribbean region.

Empowering both individuals and institutions, CARDTP is fostering a secure digital ecosystem essential for sustainable economic growth and innovation. Recently, CARDTP conducted the National Institutional Readiness Session on Cybersecurity and Cybercrime, launching the “Safer Cyber Spaces” initiative.

This in-person session engaged key public sector stakeholders to strengthen cybersecurity awareness and institutional readiness.

During the opening session, representatives from major stakeholder agencies, including OECS and CARICOM IMPACS, shared insights about their contributions to the project.

The CARDTP representative emphasized, “The project aims to modernize public service delivery, strengthen digital infrastructure, and support a secure, growing digital economy.”

She acknowledged that Saint Lucia, like many Small Island Developing States (SIDS), faces challenges related to cybersecurity planning, coordination, and incident response.

A pivotal component of the project is the expansion of the Cyber Security Incident Response Team (CIRT). This initiative provides the necessary human resources, equipment, training, and housing for operational readiness.

The project operates within a broader regional framework, with several activities already completed, including consultations for the implementation of the National Cyber Security Chart.

At the national level, efforts are ongoing to establish a CIRT government management team in a phased approach, along with developing a National CIRT Framework to enhance a rational cybersecurity strategy.

Keynote speaker, Navel Ferdinand, facilitated a comprehensive workshop titled “Institutional Readiness Training: Strengthening Cyber Practices.” The session, which included interactive group activities, discussed key cyber risks affecting public institutions, common operational goals, and the importance of consistent cyber practices in public service delivery.

Ferdinand highlighted the necessity of creating “safer digital cybersecurity practices” in workplaces and fostering shared responsibility across institutions.

Following last year’s launch of the National Cybersecurity Incident Response Team (CIRT), the ongoing cybercrime and cybersecurity public awareness campaign aims to educate citizens about risks such as phishing scams and promote protective behaviors, including the use of strong passwords and safe browsing practices. This half-day session is part of the broader CARDTP Cybersecurity and Cybercrime Public Awareness Campaign, implemented in collaboration with partners such as the OECS and CARICOM IMPACS.

The initiative aims to reinforce cybersecurity as a fundamental governance and public service responsibility. Civil servants, ICT professionals, enforcement bodies, and institutional leaders gathered to address the increasing risks posed by digital transformation and to promote cohesive, resilient responses to cyber threats.

Funded by the World Bank, the Caribbean Digital Transformation Project (CARDTP) is implementing significant cybersecurity measures across the Eastern Caribbean. Efforts include establishing national Computer Incident Response Teams (CIRTs) and launching regional awareness campaigns to combat rising cyber threats.

Key priorities involve building robust legal frameworks, strengthening digital infrastructure, and educating citizens on cyber safety in Saint Lucia, St. Vincent and the Grenadines, Grenada, and Dominica. Through these bold initiatives, CARDTP reaffirms its commitment to enhancing cybersecurity and safeguarding the Caribbean’s digital future.
