Hon. Alva Baptiste, Minister for External Affairs, International Trade, Civil Aviation and Diaspora of Saint Lucia and Hon. Joseph Wu, Minister of Foreign Affairs of the Republic of China (Taiwan), have signed the Framework Agreement on Technical Cooperation between Saint Lucia and Taiwan. This Framework Agreement also came into force recently, marking a new chapter of bilateral cooperation, as well as the reassurance of rock-solid relationship between two countries.
Based on the commitments of development in various aspects, Framework Agreement on Technical Cooperation between the Government of Saint Lucia and the Republic of China (Taiwan) covers the promotion of agriculture, forestry, fisheries, animal husbandry, information & communication technology, education, environment & conservation, climate adaptation & resilience, youth & women, micro-, small and medium-sized enterprises, public health and medicine, tourism and other relevant issues beneficial to both sides.
This Framework Agreement allows the two governments to explore more possibilities of projects on these areas, and to implement projects via capacity building programs, personnel exchanges, seminars and so on.
Given that Saint Lucia and Taiwan have expanded and consolidated their collaboration in different dimensions in the past years, both governments have noted the need to simplify the administrative procedure of implementation. With comprehensive negotiations, Saint Lucia and Taiwan finally reached the consensus on certain issues and successfully concluded the Framework Agreement.
Minister Alva Baptiste and Minister Joseph Wu signed the Framework Agreement in October and November respectively in 2022. After completion of internal legal requirements, the Framework Agreement officially entered into force in February 2023.
This Agreement not only provides the legal basis of further bilateral cooperation in the future, but also demonstrates the staunch commitments of Taiwan which has been an unwavering development partner of Saint Lucia. Taiwan, together with Saint Lucia, will continue efforts on sustainable development in facing upcoming challenges in today’s rapidly changing world.
